Part B. Collections of Information Employing Statistical Methods


  1. Describe potential respondent universe and any sampling selection method to be used.

The respondent universe consists of staff from state departments of transportation, metropolitan planning organizations, transit organizations and other government organizations. The sample obtained will be self-selected or a grab sample, based on those individuals voluntarily willing to respond. The Department will contact respondents through email and request response to the survey.


  1. Describe procedures for collecting information, including statistical methodology for stratification and sample selection, estimation procedures, degree of accuracy needed, and less than annual periodic data cycles.

The Department will collect information using a web-based survey instrument in response to a legislative requirement (MAP-21, Sec. 1318) to conduct and complete a survey and report on suggestions for new Categorical Exclusion actions within a very short time frame. No statistical analysis is proposed to be performed on the survey results.


  1. Describe methods to maximize response rate.

The Department will post notices of the survey and solicit participation through email and the internet as well as provide reminders to recipients of the questionnaire in an effort to maximize the response rate.


  1. Describe tests of procedures or methods.

This survey does not involve statistical analysis of the results.


  1. Provide name and telephone number of individuals who were consulted on statistical aspects of the IC and who will actually collect and/or analyze the information.
