The collection activities for this
Part ensure that the public has the opportunity to review permit
applications prior to their approval, and that applicants for
permanent program permits or their associates who are in violation
of the Surface Mining Control and Reclamation Act do not receive
surface coal mining permits pending resolution of their violations.
This collection request includes permit applicant processing fees
in Federal program States and on Indian lands.
This information collection
request will result in a reduction of 2,988 hours and an increase
of $30,600 in non-wage costs due to adjustments in the number of
respondents. This collection will also see a programmatic increase
of $55,000 in non-wage costs in Federal program States and on
Indian lands associated with permit processing fees. This burden
was inadvertently omitted from previous collection requests, but
authorized in 30 CFR 736.25 and 750.25.

1320.8(b)(3).
