The number of Federal Firearms Licensees (FFLs) who
register with the NICS or the NICS E-Check varies from year
to year. Once they have registered with us, they do not need to
do it again. It is a one-time registration. As new
FFLs become licensed dealers they fill out form 1110-0026 to
register with us to be able to conduct their firearms checks through
us. Some states do their own firearms checks and their FFLs are
not registered with us. If that state were to decide that
the NICS would do the checks for their particular state instead
of the state doing it, all the FFLs in that state would
have to obtain the form to register with us. So it largely
depends on states's being a point-of-contact to do the checks or
not as to whether the FFLs in their state will be required to
fill out this form. Based on the volume since the last
OMB submission versus what we predict states to do in the future
about their status is the reason for the fluctuation.
Also
the cost in shipping/postage and materials increased the cost
burden.
