The Consumer Financial Protection Bureau (CFPB) submits this memorandum to provide justification
for a proposed non-material change to the “Voluntary Suspension Form” associated with information
collection 3170-0012, Interstate Land Sales Full Disclosure Act (Regulations J, K, and L).
Previously, the information was collected by the Department of Housing and Urban Development
(HUD) under OMB control number 2502-0243, and the form was internally designated as Form HUD762. Section 1098 of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank
Act), Public Law 111-203, transferred the authority to administer this form and the associated
information collections from HUD to the CFPB on July 21, 2011.
The CFPB has incorporated the form as its own, under information collection number 3170-0017. The
only change made to the form was to update the mailing address to which the public could send
comment.
The information collection is currently listed in both 3170-0017 and 3170-0012. However, the Bureau
intends to discontinue 3170-0017 and consolidate its parts into 3170-0012 because many portions of
3170-0017 duplicate 3170-0012. Updating the burden for this form in 3170-0012 is one step in this
process. The burden listed for the “Voluntary Suspension Form” under both 3170-0017 and 3170-0012
is incorrect. We have re-examined the burden associated with this form and would like to provide the
public with the most accurate burden information available.
