This submission requests a program change. As of October 14, 2010, an Interim Final Rule (1010-AD68) became effective immediately (75 FR 63346). One collection of information associated with the rule (1014-0014, expiration May, 31, 2014) pertains to 30 CFR 250, subpart D. Also, as of August 22, 2012, a Direct Final Rule (1014-AA02) became effective October 22, 2012 (77 FR 5086). One collection of information associated with the rule (1014-0020, expiration August 31, 2015) pertains to 30 CFR 250, subpart D. Both of these rules came about as a result of the Deepwater Horizon event.


It needs to be noted that these two combined rules created 24,507 additional burden hours to be added to 30 CFR 250, subpart D [1014-0018]; but, two events occurred: (1) industry commented on the hour burdens of the 1010-AD68 rulemaking stating that they were too low and (2) in between the effective dates of these two rulemakings, subpart D was submitted for its cyclical 3 year renewal and the hour burdens were increased dramatically due to industry’s input.


Therefore, this submittal is requesting only a total of 587 hours to be consolidated from both of these rules into the primary collection for 30 CFR 250, subpart D, OMB Control Number 1014-0018 (expiration October 31, 2014) since the majority of the hours were captured during the renewal. After OMB approves all the consolidations associated with these rulemakings, BSEE will discontinue 1014-0014 and 1014-0020, respectively.
