This emergency collection is approved for a period of 6 months. During this time, FEMA will seek notice and comment on this collection for periods of 60 and 30 days. In its Federal Register notices, FEMA agrees to discuss the changes to the CRS program in response to the NMFS Biological Opinion (Tracking No. 2006-00472). This discussion will include a description, scale, and rationale behind each change. FEMA will then solicit comment on these changes and their impacts on CRS communities and prospective CRS communities.

The Community Rating System (CRS) was established to (1) reduce flood losses; (2) facilitate accurate insurance rating, and; (3) promote the awareness of flood insurance. The CRS encourages these goals by providing flood insurance premium discounts to policy holders in those communities that implement activities and programs which directly support the goals stated above.
The National Flood Insurance Program Community Rating System (CRS)is an effective tool used by FEMA to reduce flood losses. The Federal insurance Administration (FIMA) has re engineered its method of collecting information and data collection instruments required for the CRS program. The emergency authorization of the revised Information Collection Request (ICR)is necessary to implement required changes to the CRS program and CRS manual, to rectify FEMA violation of the Endangered Species Act (ESA) as a result of ESA litigation in Puget Sound, Washington/

The previously approved FEMA Forms 086-0-23 series of forms are obsolete and are replaced by the new FEMA Forms 086-0-35 series. The new forms offer an electronic submittal option and incorporate crital information related to the Endangered Species Act. The burden estimates from these forms have increase based upon input received from respondents and requiring the submittal of more detailed information to receive move favorable CRS premium discounts.
