Dear Mr. Wolf:
I am writing to request the support of the Bureau of
Industry and Security (BIS) Office of Technology Evaluation
(OTE) in the initiation of a survey and assessment of the United
States (U.S.) Printed Circuit Board (PrCB) industrial base. The
principal goal of this joint effort would be to gain a better
understanding of the supply chain network supporting the
development and production of PrCBs.
The Naval Surface Warfare Center, Crane Division
(NSWC Crane) is the DoD Executive Agent (EA) for PrCB
technology and provides acquisition engineering, in-service
engineering and technical support for sensors, electronics,
electronic warfare and special warfare weapons. Naval Surface
Warfare Center, Crane Division (NSWC Crane) also works to apply
component and system-level product and industrial engineering to
surface sensors, strategic systems, special warfare devices and
electronic warfare/information operations systems.
NSWC Crane is familiar with OTE’s comprehensive assessment
of Counterfeit Electronics conducted for the Naval Air Systems
Command Patuxent River in 2010. By combining NSWC Crane’s
technical capabilities with OTE’s survey expertise, we will be
able to assess the health and competitiveness of this critical
sector and supply chain, leverage industry best practices where
applicable, and coordinate development and communication of
issues across the DoD community.
For the purpose of conducting the PrCB survey and related
analysis, NSWC Crane is prepared to enter into an interagency
agreement with BIS as well as provide necessary funding and
technical support as needed. If you have any questions, please
