Section 104(b) of the Consumer Product Safety Improvement Act directs the Commission to issue safety standards for durable infant or toddler products. The Safety Standard for Hand-Held Infant Carriers incorporates the ASTM voluntary standard with certain additions and modifications. There are requirements for marking, labeling, and instructional literature that are information collection requirements under the PRA.
