Template B17 – Alternative Benefit Plans State Benefits Table
INTRODUCTION
This administrative template is used by the State to record the benefits that it currently provides in its standard Medicaid State plan. This information is used when developing a Secretary-Approved Benefit Package, using the B4d-Secretary-Approved Benefit Package template, and when defining Additional Benefits for any of the Benchmark Benefit Packages.
BACKGROUND
States may use their standard Medicaid State plan when defining the benefits for a Benchmark Plan’s Secretary-Approved Benchmark Benefit Package. In addition, the data in this template is used when defining Additional Benefits based on Section 1905(a) State plan benefits under any of the Benchmark Benefit Packages. Until such time as the Medicaid State Plan Benefits are captured within the MACPro system and can be used to populate this table, the State must indicate on the table which 1905(a) State plan benefits are in their existing State plan.
TECHNICAL GUIDANCE
This administrative table must be completed for all Alternative Benefit Plans so that it can be determined which benefits are included or can be added in Secretary-Approved Benchmark Benefit Package and when adding additional benefits to other Benchmark Benefit Packages.
For each Section 1905(a) State plan benefit listed in the table, indicate (yes or no) in the appropriate column if the benefit is currently included in the State’s Medicaid State plan. Mandatory State plan benefits are automatically preset to yes.
No other action is required on this template. Based on the selections made certain options in the B4d Secretary-Approved Benefit Package template will be pre-populated with the indicated benefits. These options are those in which the Secretary-Approved Benefit Package includes all of the benefits included the State’s Medicaid State plan.
This table is also used to identify Section 1905(a) benefits that are not currently included in the State plan for possible addition under a Secretary-Approved Benchmark Benefit Package option.
