was effect without an OMB control number, which is a violation of
the PRA. During the approval period, ATF will explore ways to
automate this collection, and cease requiring paper records. If ATF
is not prepared to automate this collection by its next approval
request, ATF must provide a report of its efforts to automate this
collection in the supporting statement, including specifics
regarding any barriers (costs, technical challenges, etc) and
should compare the costs of automation to the costs of the current
paper system. In addition, ATF should provide in the supporting
statement an estimate of the annualized cost to the Federal
government resulting from this collection (i.e., costs it incurs
that it would not incur in the absence of this collection).

FELs and permittees are required by 27
CFR 555.128 when an explosive materials business or operations is
discontinued and succeeded by a new licensee or new permittee to
reflect that fact in the records and deliver records to the
successor or ATF Out of Business Records Center when discontinuance
is absolute. Also, requirements of 27 CFR 555.61 in which FELs and
permittees must notify ATF of discontinuance or succession and
submit their license or permit and any copies to ATF within 30 days
of discontinuance.
This new information collection
is to implement requirements of 27 CFR 555.128, which requires FELs
and permittees who discontinue their explosives business or
operations to send explosives records to the ATF Out of Business
Records Center within 30 days when the discontinuance is absolute.
Also, requirements of 27 CFR 555.61 in which FELs and permittees
must notify ATF of discontinuance or succession and submit their
license or permit and any copies to ATF within 30 days of
discontinuance.
