Ms. King,
Per 77 FR 71805, SAMHSA intends to modify the Synar report to simplify the
reporting process and clarify the information states report on. Wyoming
appreciates the modifications being made to update the Synar report to better
reflect the FDA tobacco regulations now in place. Additionally, Wyoming feels the
changes are reasonable and will assist both the state and the Government Project
Officers in communicating performance and compliance with Synar requirements.
One area of concern, however, is found in Section II (Intended Use), Question 3 State Challenges. The proposed change will include a new response option with
regards to issues of age or gender balance of youth inspectors. Simply checking
"yes" for this new response may cause confusion as to which issue the state
encountered (age, gender, or both). For example, Wyoming encountered an age
imbalance during our last inspections, but not a gender imbalance. It is our
recommendation that SAMHSA split the response choice into two options so states
can clarify which issue(s) they encountered. This recommendation supports
SAMHSA's intent to "reduce the need for Government Project Officers to ask
additional questions to supplement the originally submitted Report," and also
minimizes the "burden of collection of information on respondents."
Wyoming appreciates SAMHSA's consideration of these comments.
