U.S. COAST GUARD

Nondestructive Testing of Certain Cargo Tanks on Unmanned Barges

OMB No. 1625-0052

Exp: 04/30/2013

Who must comply?

Owners of barges that transport liquefied flammable gases.

What is this collection about?

The Coast Guard (CG) uses the results of nondestructive testing (NDT) to evaluate the suitability of older pressure-vessel-type cargo tanks of unmanned barges to remain in service. Once every ten years a tank, on an unmanned barge, 30 years old or older must undergo NDT.

Where do I find the requirements for this information?

Title 46 CFR 38.25 is available at—http://ecfr.gpoaccess.gov, select TITLE 46 – SHIPPING, and follow to Part 38.25.

When must information be submitted to the Coast Guard?

Before NDT is conducted, the owner shall submit a proposal to the CG Officer in Charge, Marine Inspection (OCMI) for acceptance. Within 30 days after completing the NDT, the owner shall submit a written report of the results to OCMI.

How is the information submitted?

In writing or electronically via e-mail or fax to the local OCMI. Contact info for CG OCMIs can be found at—http://www.uscg.mil/top/units/.

What happens when complete information is received?

For a proposal, the OCMI will evaluate it to determine if the proposed NDT methods and scope are suitable for the purposes of detecting defects. The OCMI will advise the owner if the proposal is accepted or rejected.

For NDT results, the OCMI will evaluate them to assess the condition of the tanks and to evaluate the suitability of the tank for continued service. The OCMI will advise the owner if the vessel may continue in service.

For additional information, contact--

Your local CG Sector Office.

An agency may not conduct or sponsor, and a person is not required to respond to a collection of information unless it displays a valid OMB control number.

The Coast Guard estimates that the average burden per response for this report varies per information collection—about 1 hour per NDT results submission; and up to 12 hours per NDT proposal. You may submit any comments concerning the accuracy of this burden estimate or any suggestions for reducing the burden to: Commandant (CG-CVC), U.S. Coast Guard, 2100 2nd Street SW Stop 7581, Washington, DC 20593-7581 or Office of Management and Budget, Paperwork Reduction Project (1625-0052), Washington, DC 20503.
