Any obligated party as described in Sec. 80.1106 that produces or imports motor vehicle gasoline for use
in the contiguous 48 states during a given compliance period must submit an Obligated Party Annual
Compliance Report under Sec. 80.1152(a).
In addition, any exporter of renewable fuel described in Sec. 80.1130 that exports a volume of renewable
fuel from the region described in §80.1126(a) must submit an Obligated Party Annual Compliance Report
under Sec. 80.1152(a).
Obligated parties with more than one registered facility may submit individual reports for each of their
facilities or may submit a single report for their aggregated facilities. Obligated parties that are gasoline
importers with multiple import facilities must aggregate their facilities. Obligated parties who are both
gasoline refiners and importers must report refiner and importer information separately.
Under Sec. 80.1152(a)(1)(x), obligated parties and renewable fuel exporters must use their Q4 RIN
Transaction Reports (RFS0200) to list the RINs used for compliance in the reporting year.
This report is due February 28 of the year following the compliance period.
