Qualified persons inspect track and take action to allow safe passage of trains. FRA is amending the CWR Rule to promulgate specific requirments for the qualification of persons designated to inspect CWR track, or supervise the installation, adjustment, or maintenance of CWR track. FRA is also clarifying the procedures associated with the submission of CWR plans. The information collected will be used by FRA to ensure persons designated by railroads/track owners as qualified to inspect CWR track meet the criteria spelled out in this final rule.

The total burden for this information collection has increased by 1,803,541 hours from the last approved submission. The increase is the result of both adjustments and program changes. *** Please see adjustment and program change tables in the answer to question #15 of the Supporting Justification for a complete breakdown of responses and hours. The current OMB inventory shows a total burden of 1,957,927 hours, while the present submission exhibits a total burden of 3,761,468 hours. Hence, there is a total increase of 1,803,541 hours. There is a change/increase in cost to respondents of $292,000 from the last submission for upgrading track inspection vehicle software. This is a program change.
