commercial, competitive and organized group recreational uses of
the public lands, and individual use of special areas. The BLM must
assess, evaluate and authorize (permit) activities proposed to be
conducted on public land.

responses has been revised considerably (from 3,694 to 1,208
annually). The lower number is attributed to increased use of
multi-year permits instead of single-year, recurring permits.
