The collection of information is used by FRA to ensure that railroads employ and properly train qualified individuals as locomotive engineers and designated supervisors of locomotive engineers.

The total burden for this information collection submission reflects a decrease of 6,010 hours and 462 responses from the last approved submission. The burden decrease is due solely to adjustments, which are completely delineated in the table included in the answer to question number 15 of the Supporting Justification (see p. 60).
Adjustment increases shown in the table amount to 77 hours and 80 responses, while adjustment decreases amount to 6,087 hours and 542 responses. Thus, overall adjustments decreased the burden by 6,010 hours and decreased responses by 462.
The current OMB agency inventory exhibits a total burden of 278,628 hours, while the present submission reflects a total burden of 272,672 hours. Hence, there is a total decrease in burden of 6,010 hours.
The cost to respondents listed above amounts to $200,670. This is the same amount FRA provided in previously approved submissions. However, the OMB inventory is showing a cost to respondents of $204,077. Hence, there is a decrease in cost to respondents of $3,407. This is an adjustment. [Note: There is actually no change in costs to respondents. The OMB inventory listed the incorrect amount of $204,077 instead of the correct amount of $200,670.]
