Explanation of Non-Substantive Changes to OMB Control Number: 3060-0850:

Revision of the FCC Form 605 Schedule E to Migrate Operator Class T1, T2 and T3 to the new T-Radio Telephone Operator License.

Purpose of this Submission: This submission documents a proposed non-substantive revisions to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to revise FCC Form 605 Schedule E to migrate the existing T1, T2, and T3 operator class codes to the new T-Radio telephone Operator License. This migration will occur when the licensee renews their existing license and will be seamless to the filer. The T-Radio Telephone Operator License will be a lifetime license. On January 9, 2013 the Commission released FCC 13-4 “Amendment of the Commission’s Rules Concerning Commercial Radio Operators.  Amended Part 13 of the Commission's Rules Concerning Commercial Radio Operators. (Dkt No. 10-177 ).

Summary of Proposed Revisions to Form 605 Schedule E

The FCC Form 605 Schedule E is being revised to add the T-Radiotelephone Operator License class code. The existing T1, T2 and T3 class codes will be migrated to T at renewal. This change will be seamless to the licensees and will not impact burden.

Revised Text: Item 1 Operator Class Code does not include T-Radiotelegraph Operator License and the first certification on the form reads:

CERTIFICATION FOR LICENSES AND ENDORSEMENTS OTHER THAN RESTRICTED RADIOTELEPHONE

I certify that:

I do not have a speech impediment, blindness, acute deafness, or any other disability which will impair or handicap me in properly using the license for which I am applying.

Revised Text: Item 1: T-Radiotelephone Operator License Class code will be added to question one and T1, T2, and T3 class license will be migrated to the T Operator class at renewal.

Additionally the first certification on the form is being revised to read:

CERTIFICATION FOR LICENSES AND ENDORSEMENTS OTHER THAN RESTRICTED RADIOTELEPHONE
