To implement certain reforms to
universal service support, the FCC's Wireline Competition Bureau
and Wireless Telecommunications Bureau in an Order, DA 13-598,
adopted the form and content for a survey of urban rates for fixed
voice and fixed broadband residential services. The information
collected in this survey will be used to establish a rate floor
that eligible telecommunications carriers (ETCs) receiving
high-cost loop support (HCLS) or frozen high-cost support must meet
to receive their full support amounts and to help ensure that
universal service support recipients offering fixed voice and
broadband services do so at reasonably comparable rates to those in
urban areas.

The Commission is implementing
this new information collection and survey to "develop a methodolgy
to survey a representative sample of facilities-based fixed voice
service providers taking into account the relative categories of
fixed voice providers as determined in the most recent FCC Form 477
filings." The Commission also "delegated authority to conduct an
annual survey, in order to specify an appropriate minimum for usage
allowances and to adjust such a mimimum over time." The Commission
is reporting a minimal burden increase of 1,000 responses and 3,500
total annual burden hours.
