The rules require that the technical
parameters which govern the operation of WCS mobile and portable
devices in the 2.3 GHz band, enhance performance requirements to
ensure that mobile broadband is rapidly deployed and made available
to the public, while limiting the potential for harmful
interference to incumbent services operating in adjacent bands. The
Commission is now requesting OMB approval for a revision to this IC
due to changes made in the Order on Reconsideration, FCC 12-130.
Specifically, revising the technical rules to enhance the ability
of WCS licensees to deploy mobile broadband networks while
establishing safeguards to protect neighboring SDARS, AMT and DSN
networks from interference; prohibited WCS mobile & portable
devises' transmissions in WCS Blocks C and D to further protect
SDARS operations; relaxed WCS licenseees notification requirements
and clarified WCS notification and coordination procedures; and
restarted and provided a limited extension of WCS performance
periods to enable licensees to respond to revisions of technical
rules.
The Commission is reporting a
1,065 total hour reduction and a $266,250 reduction in annual
costs. This reduction adjustment is due to recalculations of the
original estimates that was approved in 2011.
