SUBJECT: Justification for Requirementof Social Security Number (SSN) OIlDD Form 2828,
Physician Certification for Child Annuitant

The Departmentof Defense (DoD) FonI12828, Physician Certification for Child
Annuitant, is usedto initiate certification/recertification of continuedcoverageof children
unmarried and incapable of self-supportbecauseof mental and/or physical inc.lpacitanonunder
the Survivor Benefit Plan (SBP) and the Retired Serviceman's Family Protecti!:>n
Plan. If the
incapacitationis temporary, recertification of this incapacitationis required evi~rytwo years
when the child annuitantis age 18 or over.
The following SSNUsageInstructions pertainto the need for SSN on the subjectfonn:
Legacy Systemhlterface. The SSNis required for retirees and annuitaJ1ts
becausethe
Defense Military Retiree and Annuity Pay System(DRAS) requiresthe SSN tc)identify the
member/annuitantuntil that legacysystemis revised or replaced. Without USUlgthe SSN, DFAS
could not meet the requirementsof5 V.S.C. 301, DepartmentalRegulations, 38 V.S.C., and 10
V.S.C. When DRAS, managedby DFAS, transitions from use of SSN to anotherkey to
identifying records, DD Fonn 2828 will transition to the new key as expeditiollSlyas possible.
For the SSNUsage Instructions listed, the lack of an SSN would createa risk that
improper paymentscould be madeto ineligible child annuitantsand the DisbuJ:singor Certifying
Officer could not certify the paymentas required in 10 U.S.C. 1479.
