BOEM uses the information to confirm
that applicants can pay for cleanup and damages from oil-spill
discharge of more than 1,000 barrels; to determine if the risk of a
lesser amount of an oil-spill discharge would warrant a showing of
financial respon- sibility; to establish eligibility of applicants
for a Certification of Oil Spill Financial Responsibility; and as a
reference source for claims associated with oil pollution from
designated offshore facilities. Respondents are holders of leases,
permits, and rights of use and easement in the OCS and in state
coastal waters who will appoint designated applicants.
The currently approved OMB
inventory includes 21,319 burden hours for 30 CFR 553 requirements
and forms. This submission requests a program increase of 213 hours
to accommodate the revisions to the forms and an adjustment
increase of 600 hours due to respondent input on the time it takes
to respond to form BOEM-1021. (The hour burden change for this form
was not due to agency revisions, which consisted only of a
provision for possible rights-of-way and rewording the subtitle.)
Therefore, we are requesting a total burden hour of 22,132
hours.
