The HOS rules have become a labor law in disguise.
Doctor's work extra-ordinarily long hours without regulation,
and they too have lives at stake. Mandating for example,
that a person be required to rest for 10 hours is too
imposing on the individual and their sleep needs. You
should find a way to focus on rules that reduce fatigue
without micro-managing the drivers personal time. The
HOS rules should get out of the business of making a labor
law and focus on simpler, broader rules to combat fatigue.
