The agency separated out the operating plan from the annual production report and each is shown as separate responses as opposed to aggregating themwith the application resulting in an increase of 7,460 responses. In addition, after consultation with respondents the per response time to prepare the annual production report was increased, inceasing the burden by 460 hours.
