The Patient Protection and Affordable Care Act expands access to health insurance for individuals and employees of small businesses through the establishment of new Affordable Care Exchanges, inlcuding the Small Business Health Options Program. The reporting and data collection in the Exchange rule address federal requirements that states must meet with respect to the establishment and operation of an Exchange; minimum requirements that health insurance issuers must meet with respect to participation in a state based or federally-facilitated Exchange; and requirements that employers must meet with respect to participation in the SHOP and compliance with other provisions of the Affordable Care Act. The data collection and reporting requirements in the final rule entitled Medicaid and Children's Health Insurance Programs: Essential Health Benefits in Alternative Benefit Plans, Eligibility Notices, Fair Hearing and Appeal Processes, and Premiums and Cost Sharing; Exchanges: Eligibility and Enrollment (Eligibility II FInal Rule) addresss several Exchange provisions including specific provisions including those related to authorized representatives, notices, and verification of eligibility for qualifying coverage in an eligible employer-sponsored plan for Affordable Insurance Exchanges. The submission seeks OMB approval of the information collection requirements associated with 45 CFR parts 155, 156, and 157.
