This request is for approval of the proposed reporting requirements that are contained in the Federal Perkins Loan Program regulations. Under the proposed regulations institutions, upon receipt of an enrollment report from the Secretary, would update all enrollment status information included in the report on the students listed. Because the Secretary already receives enrollment status information on students with Federal Perkins loans who also have Direct Loans or Federal Family Education Loans, the additional burden is limited to students whose only Title IV, The Higher Education Act of 1965, as amended (HEA) loan is a Federal Perkins loan. In addition, the proposed regulations would require schools to use the same eligibility criteria to define an eligible graduate fellowship program in the establishment of a graduate fellowship deferment. The borrower would be required to obtain a statement from an authorized official certifying that the borrower 1) holds at least a bachelor's degree and 2) the borrower's anticipated completion date of the graduate fellowship program. The information collection requirements are necessary to determine eligibility to receive program benefits and to prevent fraud and abuse of program funds.
