FERC Proposes To Remove Communications Barriers Between Gas Pipelines, Electric Utilities
The Federal Energy Regulatory Commission (FERC) today proposed to remove potential barriers to communication
between interstate natural gas pipelines and electric transmission operators to promote reliable service and
operational planning.
The Commission issued a Notice of Proposed Rulemaking (NOPR) providing explicit authority to interstate natural gas
pipelines and public utilities that own, operate or control interstate electric transmission facilities to voluntarily share
non-public, operational information they determine would help to promote reliable service on their systems.
The NOPR proposes to prohibit recipients of this information from disclosing any of that information to an affiliate or a
third party. This proposed No-Conduit Rule would add to safeguards against disclosure already in place, while
promoting reliable service.
Comments on the proposed rule are due within 30 days of publication in the Federal Register.
