Under regulations promulgated on
February 26, 2007 (72 FR 8428), manufacturers of new portable
gasoline containers are required to obtain certificates of
conformity with the Clean Air Act, effective January 1, 2009. This
ICR covers the burdens associated with this certification process
and an update of the burdens estimated in the prior ICR.
The new request decreases
burden hours by 33.8. This reflects minor adjustments. The program
is now mature and startup costs included in the prior ICR have
largely already been incurred, except for one new expected entrant.
Similarly, at least half of the certification applications are
expected to be carry-overs. No warranty violation report have been
received, so warranty report applications are expected to be less
time consuming. The number of manufacturers is reduced from ten to
eight. These reductions are partially offset by an increase from
two to five in the number of applications per year covered by this
authorization, to provide a margin of error for fluctuations in the
small number of manufacturers and certifications in this
industry.
