NHTSA, in prescribing a FMVSS, is to considers available relevant motor vehicle safety data, consults with appropriate agencies, and obtain safety comments from the responsible agencies, States, Safety commissions, public and other related parties.
The agency published Part 585 Subpart - K "Ejection Mitigation Phase-in Reporting Requirements" in 2011. The phase-in reporting requirements will start in 2013 and be completed in 2017. This is a new collection of information. As such, it requires a program change to add the estimated 1,260 hours for the new information collection to existing burden.
