BACKGROUND INFORMATION


The Bureau of Transportation Statistics is conducting a nationwide survey of ferry boat operators for the US Department of Transportation. The information we collect from this survey will only be used for statistical purposes and is authorized by law (Public Law 109-59, section 1801(e)). Your company’s participation in this census is strictly voluntary. By law (5 United States Code 552(b)(4)), any confidential business information we may collect will be kept confidential and will not be disclosed to anyone other than the employees and contractors who work on this census. Under federal law (18 United States Code 1905) [see Attachment IV], employees and contractors working on this census are subject to penalties if they make public ANY information that could reveal confidential business information. At the end of this census questionnaire, we ask that you identify any information that you consider confidential business information. Please note that information which your business releases to the public on a routine basis or is in the public domain, generally, does not qualify as confidential business information. The Paperwork Reduction Act of 1995 states that no persons are required to respond to a collection of information unless it displays a valid Office of Management and Budget (OMB) control number. OPERATIONS TO BE INCLUDED IN THE 2009 CENSUS OF FERRY OPERATIONS

The geographic scope of the 2009 national census of ferry operations includes the U.S. and its possessions, (the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and the remaining territories, commonwealths and other political units of the U. S.1). In addition to ferry operators providing domestic service within the U.S. and its possessions, operators providing services from locations in the U.S. and its possessions to and from a foreign country are also to be included.2


The specific types of ferry operations to be included within the scope of this census are those operators providing itinerant3, fixed route, common carrier4 passenger and/or vehicle roll-on, roll-off (RoRo) ferry service. Railroad car float operations are also to be included.5


OPERATIONS TO BE EXCLUDED FROM THIS CENSUS

  • Non-itinerant ferry operations (e.g., “cruise-to-nowhere” services),

  • Excursion services (e.g., whale watches, casino boats, day/dinner cruises, etc.),

  • Passenger only water taxi services not operating on a fixed route,

  • LoLo (Lift-on/Lift-off) freight/auto carrier services, and

  • Long distance passenger only cruise ship services.

IMPORTANT: Many items on this questionnaire have changed. Please read each item carefully.

Definitions and Clarifications

CEUs (Car Equivalent Units) are a measure of vehicle carrying capacity. One CEU equals 10 square meters (think of a standard American 4-door sedan). Some vehicle carrying capacities are reported in RT43 units. One RT43 Unit equals 7.40 square meters. 1 RT43 = .74 CEUs.

Ferry Routes may contain one or more segments. A segment is defined as the travel between two terminals. While a ferry route may service multiple terminals, please list each segment within a given route individually. For Ferry routes containing only one segment, please list the route as an individual segment.

Passenger and vehicle boardings for each route segment should only include those who are on board for the given segment. While some routes may contain several segments, not all passengers and/or vessels may travel the entire length of the route. When listing boardings for a given segment, please be sure to exclude who disembark at the departure terminal.

Passengers include any individual who boards the ferry, whether on foot, on a bicycle or in a vehicle, or any other sort of personal transport.

Vehicles include cars, vans, light trucks and any other ro-ro vehicle that occupies vehicle transport lanes. This also includes electric vehicles that can be driven legally on major roads. They do not include bicycles, scooters, Segways, or other type of individualized transport.

Peak Periods for a given segment may be different on weekdays than they are for weekends. If so, please use the additional pages provided at the end of the survey to indicate the peak passenger and vessel boardings for the weekend.

Modes of Access to your ferry operation may not be available year round. As long as they are available during the season in which you operate out of that terminal, they should be listed below.

1 These include political units that are an unincorporated territory of the U.S., maintain a Compact of Free Association with the U.S., or are a commonwealth associated with or in political union with the U.S. This currently includes the Marshall Islands, Northern Mariana Islands, the Republic of Palau, the Federated States of Micronesia, American Samoa, and the United States Minor Outlying Islands including Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Island.

3 A service between two different ferry terminal locations or ports of call that need not necessarily follow a regular schedule, but instead might be characterized as “demand-responsive.” Examples of such demand-responsive service include various inland river RoRo ferry crossings in United States and Canada that operate “on-demand” during a defined period of service each day.

4 Common carrier can be generally defined as “a for-hire carrier that holds itself out to serve the general public at reasonable rates and without discrimination.”

5 Railroad car float operations typically utilize a tug and barge combination having two to three parallel tracks, onto which rail cars are rolled for transit across a body of water. One of the better known of the few remaining car float services in the U.S. is that operated by the New York Regional Rail Corporation between Brooklyn, New York and Greenville Piers in Jersey City, New Jersey (see http://www.nyrr.com/index.php).
