Justification for Non-Material Change

Treasury's regulation at 31 CFR Part 208 requires that all Federal benefit payments be made electronically. There are waivers to this requirement in limited circumstances. There is an automatic waiver for individuals 90 years or older on May 1, 2011. Additionally, the rule allows for waivers for individuals living in remote geographic locations or individuals with a mental impairment. In order to obtain a waiver due to living in a remote geographic location or mental impairment, recipients must complete a waiver form and mail it into Treasury.
This form currently includes a request that it be notarized by a notary public for authentication purposes. However, Treasury has recently made a policy decision to remove the notary requirement because it was difficult for some recipients to obtain. As a result, we need to remove the instruction to have the form notarized from the form as soon as possible in order to avoid confusion to the public.
The 2,000 burden hours allotted for respondents to notarize the form has been eliminated, as well as $14,940 in the cost to the respondent to acquire this service. A total of 1,000 burden hours is requested for this change.
