Request to continue data collection of close calls and near misses through voluntary reporting of such events to BTS. This data collection effort is in support of a multi-year research/demonstration study aiming at improving rail safety by analyzing information on close calls an other unsafe events in the rail industry. This collection is necessary because information on close calls in not normally reported to the railroad carriers or the Federal Railroad Administration.

Although the burden per respondent remains approximately the same (> 1 hour), changes and adjustments have been made to make the entire data collection process more efficient and conducive to statistical analysis by standardizing data structures, eliminating data redundancy, and strengthening data quality control. Specifically: • Electronic reporting is added as a method of submitting a close call report to BTS in addition to the existing paper forms. • The data collection instruments were revised to streamline the process and account for online reporting. • Data fields have been added to the report form (reducing interview time from an average of 60 min to no more than 40 min), and • The revised interview tool has fewer data fields.
