The affected entities are subject to the General Provisions of the NESHAP at 40 CFR part 63, subpart A, and any changes, or additions to the Provisions specified at 40 CFR part 63, subpart UUU. Owners or operators of the affected facilities must submit initial notification, performance tests, and periodic reports, and results. Owners or operators are also required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility, or any period during which the monitoring system is inoperative. Reports, at a minimum, are required semiannually.

There is an adjustment decrease in the respondent and Agency labor hours in this ICR compared to the previous ICR. The decrease occurred because all sources have met the initial compliance requirement, and therefore, will not incur burden associated with initial notification and performance test during the three-year period of this ICR. The decrease also resulted from an update in the respondent universe from 132 to 123 major source facilities. The estimate was obtained from EPA's non-CBI Component 1 Section 114 ICR database and is based on 2010 data. However, there is an overall increase in respondent labor costs due to an adjustment in labor rates. This ICR uses updated labor rates in calculating all costs. There is also an increase in the total O&M costs due to an update in the estimated number of sources.
