Justification for Change

7 CFR Part 51, Regulations Governing Inspection, Certification and Standards for Fresh Fruit, Vegetables and Other Products

This Justification for Change requests minor revisions to form FV-237-A, FV-651, and FV-652 approved under OMB No. 0581-0125. These changes are minor housekeeping changes and will have no effect on the burden or number of responses for this collection. The revisions are explained below:


In October of 2012, the Fresh Products Branch merged into a new division: The Specialty Crops Inspection Division. In each revision of these forms Fresh Products Branch is changed to Specialty Crops Inspection Division. Additionally the edit has been made on each form to change Fruit and Vegetable Programs to Fruit and Vegetable Program to reflect proper nomenclature for the Program.


FV-237-A Request for Audit Services

Type of Audit Services Requested” section added (Please choose at least one) in block title to explain choosing an option.


Left column changes:

  1. Deleted first option as it is now part of the header above.

2) Expanded the ‘check boxes’ options in left column to simplify the process for the applicant by listing all of the main types of audit services provided to include the GAP options:

  • Produce GAPs Harmonized Audit-Field Operations & Harvesting

  • Produce GAPs Harmonized Audit-Field Operations & Harvesting w/ Global Markets Primary Production Addendum

  • Produce GAPs Harmonized Audit- Post Harvest

  • Produce GAPs Harmonized Audit-Post Harvest w/ Global Markets Primary Production Addendum.

3) The previous checkbox option for Tomato Audit Protocol (T-GAP) was expanded to include the options so the applicant no longer needs to write these selections under the “Other”:

These audit types are listed as:

  • Tomato Audit Protocol-Open Field Production, Harvest & Field Packing

  • Tomato Audit Protocol-Packinghouse

  • Tomato Audit Protocol-Greenhouse

  • Tomato Audit Protocol-Repacking and Distribution

4) The abbreviation T-GAP was also removed for clarity. This abbreviation is used for the separate state run regulatory program in Florida and confused applicant’s.


Right column changes:

5) The “Other” box was moved to the right hand column to balance spacing..

6) “Scope of GAP&GHP Audit (Please choose all that apply)” and “Good Agricultural Practices & Good Handling Practices (GAP&GHP)(Select Audit Scopes)” have been combined as one option: “USDA Good Agricultural Practices and Good Handling Practices (GAP&GHP) Audit (choose scopes below) to simplify the selection.


FV-651 Agreement for Participation in Audit Verification Programs

Minor change to section 2 b to reflect current reporting procedures. The text has been changed to read “…and provide a timeframe in which a copy of the completed audit report or checklist will be provided.”


FV-652 Logo Use Request for Audit Programs

Revisions to:

  1. Section A, Logo Images on the form-- updated “Fruit and Vegetable Program” and “Specialty Crops Inspection Division” to reflect current titles.

  2. Section B, added a space for the requesting companies email address.


These minor changes to these forms will have no impact on the respondents, responses or burden currently approved under OMB 0581-0125  Regulations Governing Inspection, Certification and Standards for Fresh Fruit, Vegetables and Other Products 7 CFR Part 51.
