Proposed change

We propose to provide Form SSA-827 in a fillable portable document format (PDF) file, instead of the non-fillable PDF format we now provide. We propose to make all form entries fillable with the exception of four signature fields. This change will allow users to continue to print and complete the form by hand or, alternatively, to complete the form with a computing device, such as a personal computer or handheld (mobile) device, print, and sign. After OMB approval, we plan to phase out the standard PDF files on the Internet and Intranet and replace them with the fillable PDF files.


Background

In 2003, OMB mandated SSA provide a GPEA-compliant version of Form SSA-827. Since that time, SSA planned to develop a printable, fillable version of the SSA-827 for use by claimants filing for disability benefits via an alternate modality.


The SSA-827 is currently available to the public on the Internet in a PDF file. Claimants can print a blank form, complete it, and return the form to SSA for processing.


Some individuals find the fillable PDF format easier to use. We want to ensure that the agency provides effective communication and is compliance with the requirements of 45 C.F.R. § 85.51 and section 504 of the Rehabilitation Act of 1973. We propose the fillable PDF file as a more accessible modality.


This change will enhance our electronic services and recordkeeping efforts.
