Scope of Instrument
The scope of this instrument is limited to:
•

Information necessary to identify people with terrorist ties; full name(s), aliases; date of
birth, place of birth, gender, citizenship, passport information, visa information, alien
registration number, DHS Redress Number, and any additional information to confirm
that the individual is or is not a match to a known or suspected terrorist in the TSDB

•

Information necessary to clarify suspected data errors

•

Information that identifies the high risk chemical facility or facilities, at which the
affected individual has or is seeking access to restricted areas or critical assets

•

Information necessary to verify that an affected individual is enrolled in a program
which relies on equivalent TSDB vetting

•

Information necessary to confirm the accuracy of information submitted by high-risk
chemical facilities, conduct data accuracy reviews and audits as part of the CFATS
Personnel Surety Program

•

Information about points of contact at each high-risk chemical facility

•

Information that will allow high-risk chemical facilities to manage the exchange of
electronic records between a high-risk chemical facility’s information system and the
Department

•

Information to enable the Department to provide redress for individuals who believe that
they have been improperly impacted by the CFATS Personnel Surety Program

•

DHS may collect information provided in support of any redress request, to include
information necessary to conduct adjudications under Subpart C of CFATS, 6 CFR
27.300 – 27.345

•

Information necessary to assist in tracking submissions and transmission of records,
including electronic verification that DHS has received a particular record

•

Administrative or programmatic information necessary to manage the CFATS Personnel
Surety Program (e.g., affirmations or certifications of compliance, extension requests,
brief surveys for process improvement, etc)

•

Information related to the compliance of the high-risk chemical facility with its Site
Security Plan or Alternative Security Program under 6 CFR 27.230(a)(12)
