Explanation of Non-Substantive Changes to OMB Control Number: 3060-0806:

• FCC Form 471 Instructions

Purpose of this Submission: This submission is being made for proposed non-substantive revisions to an existing information collection pursuant to 44 U.S.C. § 3507. This submission seeks to revise the Federal Communications Commission (FCC) Form 471 Instructions to comport with the approved 2013 FCC Form 471. The proposed 2013 FCC Form 471 Instructions was not posted on OMB’s website. Therefore, the public only saw the previous 2010 FCC Form 471 Instructions. These changes allow the 2013 FCC Form 471 Instructions to correspond with the changes to the form reflected in the 2013 FCC Form 471 recently approved by the Office of Management and Budget (OMB). The FCC’s Wireline Competition Bureau (Bureau), pursuant to consultation with OMB, will provide a 14-day opportunity for interested parties to comment on these proposed revisions to the FCC Form 471 Instructions.

Summary of Proposed Revisions to Form 471 Instructions¹

• Date Changes: Dates were updated throughout. References to “2012” on page 8 were changed to “2015.” In addition, “October 2010” was replaced with “December 2013” at the bottom of each page.

• Web Address Changes: Internet addresses were updated throughout to reflect the current USAC web addresses.

• Stylistic Changes: In a couple instances, wording in the instructions was revised for clarification purposes, without changing the substance. For example, “EST” was changed to “ET” for clarity on when the filing is due and “or whatever retention period is required by the rules in effect at the time of certification” was added throughout to clarify that the five-year retention period could be modified over the period when this information collection is in effect.

• Citation Change: A citation on page 6 was corrected.

• Consistency with revised FCC Form 471: Several changes were made to the FCC Form 471 instructions to make it comport with the approved FCC Form 471. For instance, the Block 2 instructions on page 9 were removed and instructions for newly added Item 24 were added on page 24.

• Numbering Changes: Starting on page 25, numbering for Items 24-42 on pages 25 to the end was changed to Items 25-43 to account for the newly added Item 24.
