B. COLLECTIONS OF INFORMATION EMPLOYING STATISTICAL METHODS
1. Description of the Activity
The potential respondent universe, in theory, includes all recent veterans. Clearly, we are not going to conduct focus groups with all of them, but we also cannot, at this point, identify precisely which veterans or how many will be participating in our groups. We are hoping to conduct a total of 15 focus groups with this population, with roughly 10 veterans in each group, for a total of 150 recently separated veterans.
We are not conducting any sort of sampling, since we will be relying completely upon volunteers at places like American Legions and Student Veterans Centers.

This is a new collection, thus we have no indication of the number of volunteers to expect based on a previous collection.
We are not providing information here on expected response rates, since this is not an appropriate metric for focus groups. We do not expect that every individual will answer every question, but we do expect that each question will generate discussion among at least focus group participants.
2. Procedures for the Collection of Information
a. Statistical methodologies for stratification and sample selection;
As mentioned above, there is no sampling design, since we are conducting discussion groups with volunteers, not administering a survey.
b. Estimation procedures;
We will be providing tabulations of responses that were commonly heard by the focus group facilitators, and making note of how these vary depending on the composition of the group (i.e. officer vs. enlisted). This will be the extent of our “estimation procedures.”
c. Degree of accuracy needed for the Purpose discussed in the justification;
Not applicable, we will simply be reporting what we heard.
d. Unusual problems requiring specialized sampling procedures; and
Not applicable.
e. Use of periodic or cyclical data collections to reduce respondent burden.

3. Maximization of Response Rates, Non-response, and Reliability
Not applicable, we are relying solely on volunteers.
4. Tests of Procedures
We will not be conducting any tests of procedures.
