DoD contracting officers use DD Form
1861 in computing profit objectives for negotiated contracts. A DD
Form 1861 is normally completed for each proposal for a contact for
supplies or services that is priced and negotiated on the basis of
cost analysis. The form enables contracting officers to
differentiate profit objectives for various types of contractor
assets (land, buildings, equipment). DoD needs this information to
develop appropriate profit objectives when negotiating Government
contracts. DoD Contracting Officers need the information required
by DFARS 215.407-5, Estimating systems, and the related contract
clause at 252.215-7002, Cost Estimating System Requirements, to
determine if a contractor has an acceptable system for generating
cost estimates, and to monitor the correction of any
deficiencies.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
