This document contains interim final regulations implementing the rules for group health plans and health insurance coverage in the group and individual markets under provisions of the Patient Protection and Affordable Care Act regarding status as a grandfathered health plan.
The reduction in the hour and cost burden associated with the renewal of this ICR is attributable to the fact that most of the burden was incurred in the first year (2011). Adjustments also resulted, because the Department updated labor rates and its estimate of the number of plans and participants affected by the rule. Changes also resulted from the fact that the percentage of plans that are grandfathered dropped to 54 percent of all plans and the percent of all participants in grandfathered plans has dropped to 36 percent of all participants in ERISA covered plans.
