years. The expiration date has been changed to the new current
expiration date noted above. The agency is reminded that it should
have in place an internal planning process so that completion of
the public notification and comment period required by 5 CFR 1320
occurs prior to an information collection's expiration date.
Agencies should submit non-emergency extension requests
sufficiently prior to expiration dates to allow for a 60-day period
of OMB review.

The reporting requirements for the
FERC-549D are required to carry out the Commission's policies in
accordance with the general authority in Section 1(c) of the
Natural Gas Act (NGA) and Section 311 of the Natural Gas Policy Act
of 1978 (NGPA) . This collection promotes transparency by
collecting and making available intrastate and Hinshaw pipeline
transactional information. The Commission collects the data upon a
standardized form with all requirements outlined in 18 CFR 284.126.
The FERC Form 549D collects the following information: -Full legal
name and identification number of the shipper receiving service;
-Type of service performed for each transaction; -The rate charged
under each transaction; -The primary receipt and delivery points
for the transaction, specifying the rate schedule/name of service
and docket were approved; -The quantity of natural gas the shipper
is entitled to transport, store, and deliver for each transaction;
-The term of the transaction, specifying the beginning and ending
month and year of current agreement; -Total volumes transported,
stored, injected or withdrawn for the shipper; and -Annual revenues
received for each shipper, excluding revenues from storage
services. NOTE: A 15-day public notice was issued on 2/28/2014
describing a change to the burden estimate. Specifically, the
average burden hours per response for XML filings (implementation
burden only) increased from 104 hours to 196 hours. Commission
staff will provide the published version of the 15-day notice to
the OMB desk officer when it publishes in the Federal
Register.

The FERC Form 549D experienced
a decrease in burden. -The initial public reporting burden (i.e.
"start-up" burden) included in the previous burden estimate no
longer applies to the majority of respondents to the FERC-549D.
-Commission staff can provide a better estimation of the respondent
effort due to experience with the filings and better understanding
of respondent behavior. Commission staff reviewed the filing
requirements and concluded that the average hourly burden per
response (for both implementation and ongoing burden) was
overestimated in the previous approval. The average burden hours
per response have been decreased appropriately. -The number of
respondents affected by the implementation burden was reduced from
125 to 5. Additionally, the number of respondents affected by the
ongoing burden was reduced from 125 to 109. Both reductions
contributed to the reduction in total respondent burden. - As
mentioned in the supporting statement, the hourly implementation
burden for XML filings was increased from 104 hours to 196 hours.
This increase, however, only resulted in an increase of 184 hours.
Overall, there was a net decrease in estimated burden of 13,462
hours.
