Changes are proposed for question 13 of the survey. The Principal Investigator believes that these changes to question 13 would not change the 30 minute time estimate needed to take the survey, but would instead result in a question easier to answer, and also more logically align question 13 with the rest of the survey. The Principal Investigator believes these changes to fall under the category of insignificant changes from the perspective of public burden.

Summary of Change:

Question 13 is currently broken in to 5 sub-parts. The first proposed change is to write “If you answered zero, go on to question 14” after part 1. The next change is write “If you answered zero, go on to question 14” after part 4. The next change is to insert a new part 5. The current part 5 would become part 6. The new part 5 would read: “Which portion of the Santa Cruz River was the primary destination? O A normally dry part of the river in the Tucson area, O The North wet river area, O The South wet river area, O Other______________________. The last part of the text of what is now part 6 is deleted since it is no longer necessary to say “If this doesn’t apply, just leave this blank”. Respondents have already been directly to go on to question 14 if this part of question 13 doesn’t apply to them.


Justification:

The changes direct the respondent more clearly if a response to a given part of the question is zero. This may actually save time for many respondents. The changes also allow the respondent to indicate which area of the Santa Cruz River was visited. The Santa Cruz River is markedly variable in different areas. The survey background describes different areas of the Santa Cruz River and the choice experiment differentiates North and South. However the recreational questions do not allow a respondent to make a geographic distinction in their usage. The increased detail in the responses to question 13 will offer increased recreational behavior information as well as more insight into respondent choices made in the choice experiment.
