this collection for a period of two years. Prior to resubmission,
the agency must 1) update response/burden estimates based off
observed results, 2) review other online safety reporting systems,
like ASRS, and provide an update on the creation of a web-based
questionnaire. To request approval of information collections under
this generic approval, the agency must 1) review and justify any
questions of a sensitive nature, 2) ensure the collection is not
duplicative of another investigating agency.

In order to fulfill its statutory
mandate of investigating transportation events, the NTSB will
obtain completed questionnaires from witnesses and/or passengers
who have first-hand knowledge and observations of the
transportation event under investigation. Information and data the
NTSB obtains in responses to the questionnaires may indicate safety
trends or point to the need for further analysis during the
investigation. With time, witnesses and/or passengers memories' may
fade or witnesses/passengers may become difficult to locate for
purposes of obtaining information from them. Therefore, this
generic approval, to permit the NTSB to gather information soon
after the investigation commences, is critical to the
NTSB.

The NTSB has determined it
should obtain generic approval for questionnaires the NTSB may
distribute to witnesses and/or passengers who can offer
descriptions of their first-hand observations of transportation
accidents, incidents, and other serious events. The NTSB's statute
requires the NTSB to investigate such events comprehensively, and
make a determination of probable cause. The NTSB then uses such
determinations to issue safety recommendations to entities, to
prevent such occurrences in the future. Therefore, the NTSB's
request for generic approval is not due to a statutory or
regulatory change, but is based on the NTSB's need for compliance
with the Paperwork Reduction Act and the regulations implementing
it.
