The overall burden has decreased by 224.4 hours, from 89,465 hours to 89,240.6 hours, a decrease of 224.4 hours. This decrease is primarily due to the correction of a minor multiplication error for 70.21(a). The estimated burden has essentially remained the same because no new uranium enrichment facility applications are anticipated. The responses have increased from 1,256 responses (655 reporting responses + 601 recordkeepers) to 1,620 responses (774 reporting responses + 240 recordkeepers + 606 third-party disclosure responses). In this submission, 70.51(a) has been correctly moved from the recordkeeping table to the reporting table, as this is a record submitted to the NRC. This change has increased the number of reporting responses. In addition, 70.39(b) and 70.51(b) were correctly moved from the recordkeeping table to the third-party disclosure table, thus decreasing the number of recordkeepers and increasing the number of third-party disclosures from 0 to 606.
