Justification for Change in Non-hourly Cost.
In its previous submission and supporting statement, the Board included the average fees
($14,250) associated with filing an application for land-use-exemption permits. Because those
fee are not ordinarily included in the non-hourly burden of respondent, the Board has removed
those fees for this extension. The result is what appears to be a decrease in the estimated nonhourly burden, but there has been no change.
