Justification of Non-substantial changes to Collection 3060-0761
The Commission is submitting this non-substantive change request to the Office of Management and Budget (OMB) to amend the Commission’s rules to require the electronic filing of individual closed captioning exemption requests, comments on and oppositions to such requests, and replies to comments or oppositions in a machine readable format. This modification, which will take the place of paper filings, is necessary to increase the efficiency of Commission decision-making and modernize Commission procedures. There are no changes to the burden hours or cost as a result of this change. Also, the supporting statement has been updated to reflect this change request submission to OMB.
