Section 12314 of the Agricultural Act
of 2014 established in the Treasury the "Pima Agriculture Cotton
Trust Fund" to be used for the purpose of reducing the injury to
domestic manufacturers resulting from tariffs on cotton fabric that
are higher than tariffs on certain apparel articles made of cotton
fabric. Claimants must submit an affidavit certifying that they
meet the requirements specified in the Act.
FAS is requesting
emergency approval for a new information collection. A burden is
being imposed on eligible entities who may receive a share of funds
awarded under Section 12314 of the Agricultural Act of 2014 (2014
Farm Bill). The Act requires applicants to provide information
within 60 days of passage of the legislation, which was February 7,
2014. Entities will submit affidavits to FAS for payments under the
''Pima Agricultural Cotton Trust Fund ''. The 2014 Farm Bill
authorizes the Secretary to distribute $16 million per year from a
Pima Agriculture Cotton Trust Fund in each of calendar years 2014
through 2018. Eligibility is delineated in the Act and is limited
to nationally recognized associations established for the promotion
of pima cotton, certain yarn spinners of pima cotton, and certain
manufacturers who cut and sew cotton shirts in the United States
who certify that they used imported cotton fabric during calendar
year 2013.
On behalf of this Federal agency, I certify that
