Benchmark Areas and Related Constructs

There are six benchmark areas including between three and nine constructs within each area for a total of 35 constructs.

  • Maternal and newborn health (8)

    • Prenatal care; Alcohol, Tobacco or Illicit Drugs; preconception care; inter-birth intervals; depression screening; breastfeeding; well-child visits; insurance status

  • Child injuries; Child Abuse/Neglect; Emergency Department (ED) visits (7)

    • Child ED visits; maternal ED visits; injury prevention; child injuries requiring treatment; suspected child maltreatment; substantiated maltreatment; first time maltreatment

  • School readiness and achievement (9)

    • Parental: support for learning and development; knowledge of child development; parent-child relationship; emotional well-being;

    • Child: communication level; cognitive skills; positive approach to learning; social behavior and emotional well-being; physical health

  • Domestic violence (3) or Crime (2)1

    • Screening for domestic violence; referrals; completed safety plan

  • Family economic self-sufficiency (3)

    • Household income and benefits; employment or education of adults; health insurance

  • Coordination/referrals to community resources (5)

    • Families identified as requiring services; families receiving referrals; Memorandums Of Understandings (MOUs) with community social service agencies; agencies sharing information w/ HV provider; completed referrals



1 Only two grantees selected crime as the reportable domain in this benchmark area, which includes two constructs: arrests and convictions. Therefore those grantees will report on a total of 34 rather than 35 constructs.
