1. Reason for submitting the PTA: Renewal PTA
FEMA’s Federal Insurance and Mitigation Administration (FIMA) manages the “Exemption of StateOwned Properties Under Self-Insurance” process. Under section 102 of the Flood Disaster Protection Act
(FDPA) of 1973, Pub. L. No. 113-100 (codified at 42 U.S.C. § 4012(c)(1)) ,FEMA/FIMA can exempt a
State from purchasing flood insurance for its properties located in a Special Flood Hazard Area (SFHA) if
it implements an adequate self-insurance plan. FIMA regulations at 44 C.F.R. § 760.4 establish when
FEMA/FIMA can accept a State’s self-insurance plan for its State owned properties in SFHAs, thus
exempting it from purchasing flood insurance. The State’s Governor or other duly authorized official
sends a letter (no official form or format) with documentation to FEMA/FIMA seeking exemption and
explaining and certifying that their self-insurance plan meets FIMA regulations. The information
collected is part of OMB ICR No. 1660-0013.

DHS defines personal information as “Personally Identifiable Information” or PII, which is any information that permits the
identity of an individual to be directly or indirectly inferred, including any information that is linked or linkable to that individual,
regardless of whether the individual is a U.S. citizen, lawful permanent resident, visitor to the U.S., or employee or contractor to
the Department. “Sensitive PII” is PII, which if lost, compromised, or disclosed without authorization, could result in substantial
harm, embarrassment, inconvenience, or unfairness to an individual. For the purposes of this PTA, SPII and PII are treated the
same.

When data is sent over the Internet, each unit transmitted includes both header information and the actual data being sent. The
header identifies the source and destination of the packet, while the actual data is referred to as the payload. Because header
information, or overhead data, is only used in the transmission process, it is stripped from the packet when it reaches its
destination. Therefore, the payload is the only data received by the destination system.

This PTA was submitted as a 3-year renewal PTA. There have been no changes since the last PTA was
adjudicated on 04/01/2011. This system will continue to be covered under the DHS/FEMA/PIA – 011
NFIP ITS PIA and the DHS/FEMA – 003 NFIP SORN. No further actions are needed at this time.
