The Magnuson-Stevens Fishery
Conservation and Management Act requires that the Marine
Recreational Fisheries Statistics Survey (MRFSS) be upgraded and
that future fishing surveys target anglers licensed or registered
at the State or Federal level. Several pilot studies to test new
survey methods have been completed. This revision is requested to
implement a new method for collecting recreational fishing effort
data on the Atlantic and Gulf coasts, Hawaii and Puerto Rico.
Results of this data collection will be used to calculate
bi-monthly estimates of marine recreational fishing participation
and effort. In December 2013 we proposed a supplemental information
collection, the Validation Follow-Up Study, to be administered to
respondents who had previously responded to the FES. This study
will further assess sources of error, specifically measurement
error, in the FES design. The information collection will result in
further improvements to the FES design and is critical for
anticipating and explaining the impacts of transitioning from the
CHTS to the FES. OMB approved the change request for this study on
December 6, 2013, with a second change request to be submitted when
the instrument became final. The final instrument is included with
this request. There is no change to burden or cost from the
original change request.

Due to the follow-up study,
decreases of 0.17% were made to the resident and nonresident
samples, to accomodate adding 260 responses for the additional
study.
