B. COLLECTIONS OF INFORMATION EMPLOYING STATISTICAL METHODS
1. Description of the Activity
Data collection does not employ statistical methods. RAND will be collecting qualitative data. Specifically, RAND will be interviewing 28 superintendents of LEAs adjacent to the installations. RAND expects a 100 percent response rate.
2. Procedures for the Collection of Information
Statistical methodologies for stratification and sample selection; RAND will be using purposive sampling to select the appropriate participants for the qualitative interviews. There is no stratification sampling.
Estimation procedures - Does not apply, since RAND will be collecting qualitative data.

There are no specialized sampling procedures required.
. Each superintendent will be interviewed once during the study.
3. Maximization of Response Rates, Non-response, and Reliability
DoDEA will roll out a communication strategy to ensure that the superintendents are aware of the study and its importance. Given the nature of the study and the impact the DoD decision might have on LEAs adjacent to the installations, it is expected that the superintendents would want to be interviewed so they can provide input regarding their district capacity and the role they might be able to take to educate DDESS students.
RAND will use structured interview protocols to ensure that all issues relevant to the study are addressed. RAND during the interviews will also use follow up questions to validate the interview responses.
The collection is not based on random sampling, thus generalizability is not applicable to this study.
4. Tests of Procedures
RAND will test the superintendent protocol during the first visit, and will refine the instrument accordingly to increase reliability and validity.
5. Statistical Consultation and Information Analysis
a. Provide names and telephone number of individual(s) consulted on statistical aspects of the design. Not applicable, as this research is qualitative in nature.
b. Provide name and organization of person(s) who will actually collect and analyze the collected information. RAND researchers will collect analyze the data. They include: Charles Goldman, Rita Karam, John Winkler, Beth Katz and Cameron Wright
